The Texas Windstorm Insurance Association has statutory authority to sue in Texas courts to adjudicate disputes related to insurance claims. A Texas court of appeals has held that the Texas Windstorm Insurance Association, which has some earmarks of a governmental agency, its membership nonetheless is composed of private insurance companies, may file suit related to insurance claims.
