Where is the best place to retire?

A new Bankrate.com ranking names Phoenix, Arizona the best place to retire in the U.S. while naming New York City the worst. The ranking is calculated based upon several factors including weather, cost of living, crime rate, health care quality, tax burden, walkability and the "Gallup-Healthways Well-Being Index." Arbitration agreement is ambiguous and unenforceable. The Hawaii Supreme Court refused to enforce an arbitration agreement, finding the plaintiff did not unambiguously assent to arbitration.
